Indiana Senate Advances Bill Adding New Oversight to Library Budgets

(INDIANAPOLIS) - A proposal changing how public libraries manage budget growth is moving forward at the Statehouse after clearing the Indiana Senate.

Senate Bill 8 would require libraries to seek approval from a county, city, or town fiscal body if their budgets are set to increase by more than three percent in a year. The bill is authored by Sens. Gary Byrne, Chris Garten, and Ryan Mishler.

Supporters say the measure adds an extra layer of financial accountability for taxpayer-funded libraries.

Critics, including library officials and some local leaders, argue the bill is unnecessary, noting that libraries already must obtain approval for major financial actions such as debt, bonds, or budget overruns under existing law.

Opponents also warn the added step could slow library operations and planning, particularly during periods of rising costs.

Senate Bill 8 now moves to the Indiana House, where lawmakers will decide whether the additional oversight requirement is warranted.
